The SASISOPA (Sistema de Administración de Seguridad Industrial, Seguridad Operativa y Protección al Medio Ambiente – Industrial, Operational Safety and Environmental Management System) is required by Mexican regulation, to be implemented in all the value chain of the hydrocarbon industry. Unlike other countries (i.e. the USA) where the requirement to have a Safety and Environmental Management System is limited to Deepwater facilities, the Mexican regulation is applicable to the complete (downstream, midstream and upstream) facilities in the industry.
Additionally, the SASISOPA regulation is very prescriptive requiring not only an Audit of the Implementation of the management system but also requiring the issuance of “Technical Opinions” of the correct “Correspondence” of the system that is to be authorized. These “Technical Opinions” are to be issued at precise instances in the life of a project and/or changes of suppliers, consultants and/or contractors and therefore require a very close relationship with the authorized auditing firm.
